Florida Healthcare Resources/Rights for Uninsured Residents During COVID-19 Public Health Emergency
July 23, 2020 Primary Care:
Pursuant to Florida law, county residents below 100% of the federal poverty level, FPL, are entitled to free primary and prenatal care. See, Fla. Stat. 154.011 generally and Fla. Stat. 154.011(i))(c)(7); and Fla. Admin. Code R. 64F-16.006(1)(a). In Miami-Dade County, that care is provided through the Jackson Health System (JHS). Financial Assistance at Hospitals:
Under the Affordable Care Act, (ACA), changes to the IRS, nonprofit hospitals are required to establish a financial assistance plan (FAP) and to provide a link to information regarding their FAP and how to apply on their web site. Section 501(r)(4). The following Miami Dade County hospitals have financial assistance plans.
Jackson Memorial Hospital:
Uninsured MDC residents can request a Financial Assessment Appointment . Applicants will be asked to provide information regarding your citizenship/residency, including proof that you have lived in Miami-Dade for at least 90 days, gross income, and size of family unit. Applicants can call 305-585-6000 to schedule an appointment with an Enrollment Specialist and obtain an outpatient clinic appointment.
Mount Sinai Medical Center
Mount Sinai provides financial assistance to eligible persons who have healthcare needs and are uninsured, ineligible for a government program or are otherwise unable to pay, for medically necessary care or emergency medical conditions based on their individual financial situation.

Baptist Health
Uninsured patients may qualify for discounts for medically necessary services depending upon family income. Certain geographical residence requirements may apply. Amounts due under the financial assistance program are limited to amounts generally billed to individuals with health insurance. A financial counselor is available by phone at 786-596-6507 or in the hospital admitting departments.
